











The Belfry Shopping Centre, Redhill
Development proposals for new retail space, a new High Street entrance to The Belfry Shopping Centre, and new residential apartments at three key sites on the boundary of The Belfry Shopping Centre in Redhill town centre are currently at design stage. This consultation website has been launched on behalf of Running Hare Investment Management LLP (‘RHIM’) who are seeking to deliver these new proposals for the owners, Redhill Ventures Ltd (‘Redhill Ventures’).
This website offers the opportunity to residents, businesses and other interest groups to find out more about the emerging plans and provide feedback prior to the finalisation of a planning application to Reigate and Banstead Borough Council.
The Belfry was acquired by Redhill Ventures in February 2023 and since acquisition, RHIM has assembled a development team which includes award-winning architects Corstorphine and Wright.
Extensive pre-application discussions have taken place with the Council over a two-year period on the potential for redevelopment of the three sites which are all on the periphery of the shopping centre on High Street, High Street/Cromwell Road junction and Station Road.
Some existing tenants on the two street frontages will be affected by the proposed redevelopment and are being consulted. However, the emerging proposals do not affect the main core of the shopping centre which would remain open and operational during the demolition and construction activities with the exception that the High Street entrance and retail units will be replaced by new with the redevelopment of Block B.
Existing condition of sites identified for redevelopment
The three sites identified are all prime candidates for regeneration and revitalisation.
Importantly, all three can be redeveloped whilst allowing the main core of The Belfry Shopping Centre to remain open and operational during any demolition and construction programme.
Site A (High Street south) includes a dated parade of shops, the empty Tower pub which lacks character and the austere dark brickwork and blocks of the Tower House which sit uncomfortably on the upper level.

Site B (High Street north) includes the unattractive Poundland building and the access to its side. The building is set back and the access severs the parade as it advances southwards. The site includes the remaining parade up until the dated 1980’s shopping centre entrance which is in need of rejuvenation and the unit to the south of the entrance.


Site C is on Station Road and extends from Barclays Bank adjacent to the Santander office block to the Salvation Army unit to the side of the entrance to the shopping centre. This 1960’s parade is in poor condition and no longer fit for purpose. It has little in the way of architectural merit.

Key aims of the proposed development
RHIM and its design team are seeking to work with the Council and the local community to develop a shared vision for the site based on the following principles:
- Enhance key and prominent edges of the shopping centre, animating ground floor street frontages with new, flexible retail and restaurant space;
- Design a scheme of the highest quality that maximises each site’s development potential and is in keeping with local character;
- Give a new focal point to The Belfry Shopping Centre with a feature entrance and improved public realm;
- Ensure that the main core of the shopping centre can remain open and function normally whilst the development activity takes place;
- Deliver a new town centre residential community across the three sites;
- Create a sustainable proposal that promotes a strong community underpinning the local economy and vitality and viability of the town centre; and
- Knit the development into the existing urban fabric and respect the adjacent Conservation Area and nearby heritage assets.
Key features of the proposed development
The redevelopment proposals are focused on three separate sites on the edges of The Belfry Shopping Centre.
Site A: Covers the High Street frontage from the southern edge of the O2 unit adjacent to shopping centre entrance to Cromwell Road junction.
- Includes the vacant Tower pub on the corner of Cromwell Road;
- Also includes the Tower House office block on the upper floor;
- 3 modern retail units, 1 restaurant unit and 72 apartments above; and
- Tallest element 7/8 storeys to match the parapet of The Rise development opposite.
Site B: Covers the High Street frontage southwards from Poundland including Boots, the entrance to the shopping centre and the adjacent O2 unit.
- At northern end, adjacent to Redhill Conservation Area;
- 10 ground floor modern retail units and 89 apartments above;
- 4-6 storeys in height to respect buildings adjacent and opposite as well as the Conservation Area; and
- Brick materiality responds to Conservation Area.
Site C: Covers the parade on Station Road from Barclays Bank to the Salvation Army. Caroline House contains 4 flats above part of the parade.
- Dated parade with adjoining tall buildings, both offices and residential;
- 6 new retail units, 1 restaurant unit and 72 apartments above;
- 8 storeys adjacent to Santander building; and
- 5 storeys adjacent to shopping centre entrance.
As the design work progresses for the site, we will share plans and visuals on this website, and we intend to gather feedback from the local community and interest groups. We’ll be showing more at the public display in The Belfry Shopping Centre on Friday 11th and Saturday 12th July 2025 and at the live presentation on Monday 14th July.

Key benefits
- Provide an appropriate and well-considered redevelopment of these brownfield urban sites;

- Re-provide commercial uses at ground floor level by way of new, modern retail and restaurant space
- Create new jobs both at construction stage and post-development stage; and
- Incorporate sustainable energy initiatives and other environmentally friendly elements.
